Project Overview: This project consists of reconstruction of Ashworth Road generally from the north leg of 19th Street to the north leg of 23rd Street. The roadway cross section will consist of two 11-foot through lanes, one 12-foot two-way left turn lane, and one 11-foot dedicated right turn lane in both eastbound and westbound directions with a 1-foot offset to curb. The 19th Street intersection will be shifted approximately 2 feet north and the 22nd Street intersection will be shifted approximately 2 feet south resulting in a 4-foot lane shift between these two major intersections. Sidewalks will generally be 9.5 feet from back of curb where right turn lanes are not planned (similar to existing) and will generally be 7.5 feet from back of curb where right turns lanes are planned. The project will also include watermain replacement along the north side of Ashworth Road from 20th Street to 23rd Street.
Project Status: Utility relocations (including electric, gas, and telecommunications) are underway. Following the project award at the March 23rd City Council meeting, the Iowa DOT is finalizing the contract with Reilly Construction Company. Pending favorable weather, construction is slated to begin in mid-April 2026.

| Booneville Road Reconstruction – S. 60th to Raccoon River Dr. |

Estimated Completion: Fall 2026 Consultant: Bolton & Menk, Inc. Contractor: All Star Concrete
Project Overview: The project includes reconstruction of Booneville Road from the South 60th Street intersection approximately 1,200 feet to the east towards the Raccoon River Drive intersection to accommodate improved traffic circulation in the area on a paved surface. Booneville Road will be reconstructed from an existing 2-lane gravel roadway to a 2-lane undivided roadway with a typical 31-foot cross section. Watermain will not be extended with this project. Sidewalk will only be constructed with the project if a reimbursement agreement is executed.
Project Status: Private utility (electric, gas, telecommunication, etc.) relocations and tree removal are currently underway. The contractor is finalizing the full project schedule, with construction slated to begin this spring.

Project Overview: This project consist of construction of EP True Parkway from Bridgewood Boulevard to Wendover Lane. Planned development east of Grand Prairie Parkway is necessitating the construction of EP True Parkway (minor arterial street classification) from Grand Prairie Parkway to Wendover Lane. The construction of the eastern phase of WP True Parkway from Bridgewood Boulevard to Wendover Lane will include 2,400 feet of 3-lane urban cross section (ultimate 5-lane cross section) with one lane in each direction and a continuous left turn lane in the center. The project will also include new watermain, a shared-use path, and fiber conduit along EP True Parkway.
Project Status: Storm sewer and water main installations are complete. The contractor is now preparing the site subgrade, with paving slated for this summer.

Project Overview: This project consists of construction of EP True Parkway from Grand Prairie Parkway to Bridgewood Boulevard. Planned development east of Grand Prairie Parkway is necessitating the construction of EP True Parkway (minor arterial street classification) from Grand Prairie Parkway to Wendover Lane. The construction of the western phase of EP True Parkway from Grand Prairie Parkway to Bridgewood Boulevard will include 3,900 feet of 5-lane urban cross section with two lanes in each direction and a continuous left turn lane in the center. No median will be constructed initially with this project. The project will also include new watermain, a shared-use path, and fiber conduit along EP True Parkway.
Project Status: Storm sewer and water main installations are complete. The contractor is now preparing the site subgrade, with paving slated for this summer.

Project Status: Storm sewer and water main installations are complete. The contractor will proof-roll the new lanes in the coming days to prepare for paving at the end of April.

Project Overview: The project will include abandonment of the 36-inch sanitary sewer along the north side of Grand Avenue from just east of South 35th Street to the Raccoon River Park, wherein the sewer increases in size to 42-inch through Raccoon River Park to Jordan Creek. The project will also include the extension of sanitary sewer near South 33rd Street to tie into the Wastewater Reclamation Authority (WRA) sewer, the relocation of any existing sanitary sewer services that need to tie into the adjacent WRA sewer, filling the abandoned sewer with flowable fill, backfilling abandoned manholes, and removing manhole castings and cone sections.
Project Status: The contractor has commenced work at the intersection of Grand Avenue and South 33rd Street. Westbound traffic is currently reduced to one lane, and the adjacent trail is closed.

Project Overview: This project consists of improvements to the Grand Prairie Parkway & EP True Parkway Intersection. Planned development east of Grand Prairie Parkway is necessitating the construction of EP True Parkway from Grand Prairie Parkway to Wendover Lane. Improvements to Grand Prairie Parkway will include the construction of the remaining three (3) northbound lanes from EP True Parkway to the I-80 interchange, as well as the necessary northbound and southbound left turn lanes and connection to EP True Parkway. Grand Prairie Parkway will transition back to a 3-lane cross section just south of the intersection until such time that traffic volumes warrant widening of the roadway to Mills Civic Parkway. The project will also include a new traffic signal and accommodate a new watermain and shared-use path along EP True Parkway.
Project Status: The contractor has completed paving at the intersection. Traffic signal footings are installed, with signal arm installation and median work scheduled to follow in the coming weeks.

Project Overview: This project includes the reconstruction of Mills Civic Parkway from South 91st Street to South Grand Prairie Parkway from an existing paved 2-lane rural roadway cross section to a 3-lane urban roadway cross section. The initial reconstruction will include the southern three lanes (future eastbound lanes) with grading to accommodate the future widening of the northern three lanes (future westbound lanes) of the ultimate 6-lane divided urban cross section (major arterial classification). The existing 2-lane roadway will be utilized as much as possible throughout the reconstruction process but ultimately will be removed with this project. The project will include a shared use path on the south side of the roadway as well as fiber conduit network expansion in the area. Mills Civic Parkway will be closed to thru traffic for up to 90 days while the new pavement tie-in connections are made at each end of the project. Stagecoach Drive from South 88th Street to South Grand Prairie Parkway will be utilized as the detour route during this time.
Project Status: Grading, earthwork, and storm sewer installation is complete. The contractor has completed pavement subgrade and subbase preparation, paving will commence in the spring.

Project Overview: Widening of Mills Civic Parkway from South 81st Street to South 88th Street from an existing 3-lane configuration to the planned ultimate 6-lane divided configuration with a median. The Project will be broken into 6 different stages, with some stages being worked on simultaneously.
Project Status: The contractor returned to the site on Monday, March 23rd. Crews are continuing median installations from 88th Street to 81st Street, along with sidewalk construction on the north side of Mills Civic Parkway. Work also includes installing pedestrian ramps at the 85th Street intersection. At 81st Street, temporary asphalt has been removed and will be replaced with concrete, followed by final grading and seeding.

Project Overview: This project includes the construction of SE Salix Drive from Veterans Parkway to SE 1st Street associated with the Allied Construction Services development. SE Salix Drive is classified as a minor collector and will be a two-lane urban roadway cross-section. The project will also include storm sewer, watermain, and fiber conduit improvements.
Project Status: The project was awarded on 3/23/2026. The Contractor has started working on a project schedule with construction to start this Spring.

Project Overview: This project includes reconstruction, PCC patching, and crack sealing to restore the pavement to the original specifications.
Project Status: Temporary sidewalks and construction fencing are being installed the week of April 6th to provide pedestrian access during construction. Thorne Drive and South Timber Lane will close to traffic on April 13, 2026. Pavement removal, excavation, and utility removal and replacement will begin the week of April 13th. Backfill and recompaction operations are planned to begin the week of April 20th pending weather. The first phase will focus on repairing South Timber Lane and the eastern half of Throne Drive. This phase is anticipated to be completed by mid-summer.

Project Overview: Phase 10 includes the paving of Valley Junction Alleys in the 200 Block (Maple Street to Elm Street) between 2nd-3rd Street, 7th-8th Street, and 8th-9th Street that previously had storm sewer improvements completed on them and fall within a residential area (Priority 2). Each alley closure shall be limited to a consecutive four (4) week period. No more than one (1) alley may be closed at a time, excluding restoration. Work must be completed on an actively closed alley before proceeding to close the next alley, unless sufficient progress is being made.
Project Status: The project was awarded on 4/6/2026. The Contractor has started working on a project schedule with construction to start this Spring.

Project Overview: This project consists of construction of a new public parking lot (38 stalls) on the City-owned properties at 329-333 6th Street, including a new dumpster enclosure for a new consolidated waste location identified in Valley Junction. The City purchased the property at 329 6th Street and removed the house and detached garage from the property in 2023 in anticipation of this project. The property at 333 6th Street is vacant. The parking lot will include storm sewer drainage, new public parking sign, landscaping, and site lighting similar to other parking lots in Valley Junction.
Project Status: Paving of the parking lot is complete and it is now open to the public. The contractor has returned to the site to finish the dumpster enclosure and complete site restoration.

Project Overview: The 12th & Vine Regional Stormwater Detention Facility is located on the former Bridges of Iowa site near 12th Street and Vine Street. This facility was first identified in the SE Basin Stormwater Study in 2013. The basin will mitigate the impacts of future capacity improvements north of Grand Avenue and allow the existing storm sewers south of Vine Street to remain without invasive upsizing. Work included in this contract includes grading, utilities, trail and site amenities.
Project Status: The project was awarded on 4/6/2026. The Contractor has started working on a project schedule with construction to start this Spring.

Project Overview: The project includes Portland Cement Concrete (PCC) street repairs and hot mixed asphalt (HMA) overlays on streets throughout the City. Work on the project will also include stormwater intake adjustments, manhole adjustments, sidewalk/ramp reconstruction, traffic control, and other miscellaneous work.
Project Status: The contractor has closed 45th Street between Woodland Avenue and Pleasant Street, as well as the intersection of 71st Street and Dakota Drive. Traffic has also been reduced to one lane on sections of Ponderosa Drive. During these closures, work will include partial and full-depth pavement patching, asphalt resurfacing, manhole and intake boxouts, and surface restoration.

Project Overview: The project involves removing and reconstructing Giles Street from 32nd Street to 28th Street. The existing roadway pavement will be removed and replaced with Portland Cement Concrete (PCC) pavement, which will include preparation of subbase material. Water main will be replaced at isolated locations, storm sewer piping will be added, sanitary sewer manholes will be modified, and some sanitary sewer services will be replaced. Affected driveway approaches will be replaced and sidewalk ramps near intersections will be modified to be ADA compliant. All sidewalks will be replaced. The project also includes surface restoration, traffic control, and other related work. All properties may be accessed by parking on 28th Street, 29th Street, 30th Street, 31st Street, and 32nd Street with pedestrian access being maintained through the construction zone during the project.
Project Status: The contractor closed Giles Street between 30th and 32nd Streets on March 16th to begin Phase 1. While work is underway, parking remains available on 30th, 31st, and 32nd Streets for property access, and pedestrian pathways will stay open. Currently, pavement removal is complete, and crews have begun installing the storm sewer and water main.

Project Overview: The project involves repairing deteriorated storm sewer infrastructure, repairing impaired streambanks, and protecting public infrastructure at five (5) locations throughout the City of West Des Moines. To repair storm sewer infrastructure, work includes removing and replacing/resetting new pipe and apron sections. Work also includes brick manhole lining, replacement of a manhole structure, installation of fillet in an existing manhole, repair to tile connection at a culvert, crack repairs at a culvert, and repairing undermining at an outlet flume. To repair stream banks and protect public infrastructure, the work includes revetment stone placement, including excavation, to reinforce and inhibit further erosion of streambank areas adjacent to City infrastructure. Associated site work improvements include erosion controls, clearing and grubbing, surface restoration, seeding, sodding, and other related work.
Project Status: The project was awarded on 4/6/2026. The Contractor has started working on a project schedule with construction to start this Spring.

Project Overview: The project includes Portland Cement Concrete (PCC) patching, Hot Mixed Asphalt (HMA) resurfacing, installation of subdrain, utility adjustments, and associated work for the repair of the parking lots and access drives at various facilities. Division 1 work is planned for City Hall located at 4200 Mills Civic Parkway, the Library located at 4000 Mills Civic Parkway, and the public parking lot located in the 200 block of Valley Junction west of the alley between 5th Street and 6th Street. Division 2 work is planned for Raccoon River Park access drive located between Grand Avenue and Jordan Creek.
Project Status: The project was awarded on 12/15/2025. The contractor has begun working on a project schedule and construction is slated to begin in May.

| 2025 Pavement Markings Program | Estimated Start: Spring 2026
Estimated Completion: Fall 2026 Consultant: ISG, Inc. Contractor: Quality Striping
Project Overview: This project includes durable pavement markings and on-street bike markings (sharrows) at various locations throughout the City of West Des Moines. Due to the build-up of paint on the on-street bike markings over the years, approximately 50% of the 1,019 markings will be water-blasted and repainted with this project. Repainting of the remaining 50% of the on-street bike markings will still be included with this project, with water-blasting and repainting to occur with next year’s program.
Project Status: The project was awarded on 3/2/2026. The contractor has begun working on a project schedule and construction will commence in the Spring.

Project Status: The contractor has completed approximately 90% of this project. Work continues in the area between 98th Street and 88th Street between Ashworth Road and I-80.

Project Overview: This is an ongoing maintenance program to rehabilitate existing portions of the City’s sanitary sewer system. Previous inspections of these sanitary sewer manholes revealed defects at several locations. The project consists of work at 31 manholes.
Project Status: The project was awarded on December 1st, 2025. The contractor is working on a project schedule, and construction will commence in the Spring.

Project Status: The contractor has begun preparatory cleaning and televising of the storm sewers on this project. Installation of the liners for the storm sewers will begin when weather and material are available.

| RACCOON RIVER GREENWAY BOAT ACCESS |
Estimated Completion: Fall 2025 Project Overview: Project location is identified as a water access point in the Iowa Confluence Water Trails (ICON) master plan and will further expand recreational access to the Raccoon River. Proposed improvements will include a parking lot, access drive, site signage, paved river access along, native plantings, and a portable restroom with enclosure.
Project Status: Project work was accepted at the 10/6/25 City Council Meeting. The contractor still needs to perform various site restoration/landscaping items, which will run into spring, 2026. The infrastructure and land is now owned and operated by Polk County Conservation.

| ASHAWA & WILD ROSE PARK PLAY EQUIPMENT REPLACEMENT | Estimated Start: Spring 2025
Estimated Completion: Spring 2026 Project Overview: Construction of Ashawa and Wild Rose Parks Play Equipment, including all materials, labor, and equipment necessary for site demolition/preparation, sediment/erosion control, and construction of new playgrounds at each park site in the same location as the existing playgrounds. Improvements include, generally: removal/replacement of some PCC walks, drives and curbs, removal/replacement of play equipment, PIP rubber and rubber tile playground surfacing, PCC beam curbs, site amenities, sod/plantings, and all other associated work to complete the playground replacement projects as noted in Contract Documents.
Project Status: Both Wild Rose and Ashawa Park playgrounds are complete and open for public use. Minor site restoration activities are planned to occur into spring 2026. Wild Rose Park's water play/hand pump area will undergo some revisions in spring 2026 which will close off that area of the playground for some time.

| 1ST STREET TRAIL | Estimated Start: Spring 2026
Estimated Completion: Fall 2026 Project Overview: This project consists of the installation of new 10' wide concrete trail that connects from the northwest side of the 1st Street (Highway 28) bridge over the Raccoon River north to Lincoln Street, connecting to the Levee Trail. Project also includes a new, 10' wide trail that parallels the 1st Street River Access entrance drive from 1st street to the parking lot.
Project Status: Minimal brush clearing is anticipated this spring with trail grading and preparation planned to begin in May, 2026. |

| CROSSROADS PARK SKATE FACILITY |
Estimated Start: Spring 2026 Project Overview: After many years of use, the skate ramp structures are no longer serviceable and were recently removed by staff. Plans to hire a professional skatepark design company are in the works. Community engagement is planned as part of the design process.
Project Status: After a successful community engagement event held on January 22, 2026, Spohn Ranch has developed a final concept for the new facility based on the feedback received. Spohn Ranch is now developing construction documents with the intent to begin construction in early June 2026.

| RACCOON RIVER PARK TRAIL RECONSTRUCTION |
Estimated Start: Summer 2025
Project Status: Contractor has completed Phase 1 of project and has moved to Phase 2. The section of trail generally between the dog park and Nature Lodge is closed for construction. This phase is anticipated to be completed by end of September.

Project Status: Cricket pitch improvements at Valley View Park have begun with those improvements planned to be finished by the end of April to provide a full season of play. Valley View Park sand volleyball improvements are planned to begin in April with the various sport court resurfacings to follow in May-June. |
