West Des Moines Human Services offers the federal Low-Income Home Energy Assistance Program (LIHEAP) to help qualifying households meet the cost of home heating, furnace repair and replacement, plastic for exterior windows, summer cooling (based on funds availability), and assistance with pending gas and/or electric disconnections and reconnections.

LIHEAP Income Guidelines

Winter Heating Bill Assistance - The Low-Income Home Energy Assistance Program (LIHEAP) assists qualifying Iowa homeowners and renters pay a portion of their primary heating costs during the winter heating season. Approved households receive a one-time payment which is made directly to their utility vendor, or directly to the client if all utilities are included in their rent. This program is not designed to pay a household's total energy costs, but to provide some assistance for eligible households (households receiving rent subsidies who have their heat included in their rent are not eligible). Program Outreach hours are Mondays, Tuesdays and Thursdays from 8 a.m. to 3 p.m., and Wednesdays from 8 a.m. to noon.  Walk-ins welcome; appointments available. Our office serves Polk County residents only; Dallas County residents should apply through New Opportunities Family Development Center (515-465-5185).

Applications Taken:  

o   For households with elderly or disabled members: beginning on the first business day on or after October 1st, and continuing through the last business day on or before June 30 (this date has been extended from April 30 due to the COVID-19 pandemic)

o   All other applicants: beginning the first business day on or after November 1st and continuing through the last business day on or before June 30 (this date has been extended from April 30 due to the COVID-19 pandemic)

Documents Required at the Time of Application:

o   Social Security cards (or other qualified SS verification document) for all household members

o   A copy of the most current utility bill 

o   Proof of household's gross income for the past 30 days, or last year's federal income tax return (printed copy)

Furnace Repair/Replacement - A payment toward repair or replacement of a qualifying household's furnace or heating system is available through the Energy Crisis Intervention Payments (ECIP) program on a "funds available" basis. Weatherization Program - Low-income homeowners can apply for weatherization at the West Des Moines Human Services office.  The purpose of the weatherization program is to help low-income homeowners reduce their energy costs.  An individual's household income must be at or below 200% of the federal poverty level to be eligible.  Families that have been approved for LIHEAP are automatically eligible to receive weatherization services.  An eligibility priority list is compiled from applications received and services are provided to families based on their position on the list.  These services include energy audits on the home to help locate efficiency problems, insulating walls, windows and the attic, sealing cracks and holes in walls, floors and ceilings and cleaning and tuning the furnace.  As a homeowner, this help is provided at no cost.  The weatherization work is paid for with federal, state and utility funds.  This work, along with the homeowner's efforts, will help to lower heating, cooling and electrical costs. Low-Cost Weatherization - Plastic for windows, and strips of wood and nails to hold the plastic in place, are available to qualifying households.

o   Application for this assistance can be made by contacting our office to determine eligibility. Qualifying households may pick up the materials at our office.

o   Our handyman may assist Handyman Program-approved senior and disabled West Des Moines households with installation to the exterior windows (with homeowner's permission, if renting) 

Summer Cooling - Limited quantities of fans may be available to qualifying households, depending on funds availability.
