Pursuant to State Law and directive of the State of Iowa Auditor, government agencies such as municipalities are prohibited from making direct donations or in-kind contributions to private non-profit organizations, without serving a direct public purpose. The above application will assist the City in determining whether financial assistance may be lawfully provided.

If your organization is awarded funding, the City will require a signed written agreement ultimately approved by the City Council, which clearly and plainly details the terms and conditions of the award, including spelling out the timing and amount of the City's funding. The agreement will also identify what product (services, programming, etc.) the city can expect in return for the funds granted. There must be an identified public purpose for funding.  In addition, the written agreement will require the organization to account to the City for its spending after-the-fact either through a written or verbal report to the City Council.
