Project Overview: This project consists of reconstruction of Ashworth Road generally from the north leg of 19th Street to the north leg of 23rd Street. The roadway cross section will consist of two 11-foot through lanes, one 12-foot two-way left turn lane, and one 11-foot dedicated right turn lane in both eastbound and westbound directions with a 1-foot offset to curb. The 19th Street intersection will be shifted approximately 2 feet north and the 22nd Street intersection will be shifted approximately 2 feet south resulting in a 4-foot lane shift between these two major intersections. Sidewalks will generally be 9.5 feet from back of curb where right turn lanes are not planned (similar to existing) and will generally be 7.5 feet from back of curb where right turns lanes are planned. The project will also include watermain replacement along the north side of Ashworth Road from 20th Street to 23rd Street.
Project Status: Utility relocations (electric, gas, telecommunications, etc.) have commenced and will likely be complete by the end of the 2025 calendar year.

Project Overview: This project consist of construction of EP True Parkway from Bridgewood Boulevard to Wendover Lane. Planned development east of Grand Prairie Parkway is necessitating the construction of EP True Parkway (minor arterial street classification) from Grand Prairie Parkway to Wendover Lane. The construction of the eastern phase of WP True Parkway from Bridgewood Boulevard to Wendover Lane will include 2,400 feet of 3-lane urban cross section (ultimate 5-lane cross section) with one lane in each direction and a continuous left turn lane in the center. The project will also include new watermain, a shared-use path, and fiber conduit along EP True Parkway.
Project Status: The contractor is currently installing the water main and storm sewer.

Project Overview: This project consists of construction of EP True Parkway from Grand Prairie Parkway to Bridgewood Boulevard. Planned development east of Grand Prairie Parkway is necessitating the construction of EP True Parkway (minor arterial street classification) from Grand Prairie Parkway to Wendover Lane. The construction of the western phase of EP True Parkway from Grand Prairie Parkway to Bridgewood Boulevard will include 3,900 feet of 5-lane urban cross section with two lanes in each direction and a continuous left turn lane in the center. No median will be constructed initially with this project. The project will also include new watermain, a shared-use path, and fiber conduit along EP True Parkway.
Project Status: The contractor is currently installing the water main and storm sewer.

Project Overview: Reconstruction of Grand Avenue from I-35 to South 60th Street from an existing 3-lane undivided roadway to a 6-lane divided roadway, including a trail along the south side of the roadway.
Project Status: The contractor will alter the flow of traffic from the north lanes to the newly constructed south lanes of Grand Ave from I-35 to Raccoon River Drive starting Friday, October 24th. Eastbound and Westbound Grand Avenue traffic will shift onto the newly constructed pavement but will remain open. The Grand Avenue intersection with Raccoon River Drive will remain open. DMACC’s access to Grand Avenue will be closed as well as the Glen Oaks Drive connection to Grand Avenue. After traffic is shifted, Stage 2 of the project will commence which includes removal of the existing northern lanes, watermain, storm sewer, and paving of the new northern lanes. The project will be halted for the Winter once work is no longer able to occur due to winter weather conditions with work resuming again in the Spring.

Project Overview: This project consists of improvements to the Grand Prairie Parkway & EP True Parkway Intersection. Planned development east of Grand Prairie Parkway is necessitating the construction of EP True Parkway from Grand Prairie Parkway to Wendover Lane. Improvements to Grand Prairie Parkway will include the construction of the remaining three (3) northbound lanes from EP True Parkway to the I-80 interchange, as well as the necessary northbound and southbound left turn lanes and connection to EP True Parkway. Grand Prairie Parkway will transition back to a 3-lane cross section just south of the intersection until such time that traffic volumes warrant widening of the roadway to Mills Civic Parkway. The project will also include a new traffic signal and accommodate a new watermain and shared-use path along EP True Parkway.
Project Status: The contractor has completed pavement removals, water main installation, storm sewer instillation, and subgrade work on the east side of Grand Prairie Parkway. The intersection has been paved on the east side of Grand Prairie Parkway and the contractors will move to the west of Grand Prairie Parkway in the coming weeks.

Project Status: This project is substantially complete. The contractor will continue restoration on the project site.

Project Overview: This project includes the reconstruction of Mills Civic Parkway from South 91st Street to South Grand Prairie Parkway from an existing paved 2-lane rural roadway cross section to a 3-lane urban roadway cross section. The initial reconstruction will include the southern three lanes (future eastbound lanes) with grading to accommodate the future widening of the northern three lanes (future westbound lanes) of the ultimate 6-lane divided urban cross section (major arterial classification). The existing 2-lane roadway will be utilized as much as possible throughout the reconstruction process but ultimately will be removed with this project. The project will include a shared use path on the south side of the roadway as well as fiber conduit network expansion in the area. Mills Civic Parkway will be closed to thru traffic for up to 90 days while the new pavement tie-in connections are made at each end of the project. Stagecoach Drive from South 88th Street to South Grand Prairie Parkway will be utilized as the detour route during this time.
Project Status: The contractor continues grading, earthwork, and storm sewer installation.

Project Overview: Construction of new a Sugar Creek bridge, new Fox Creek culvert, and Sugar Creek bank stabilization as part of the Mills Civic Parkway Reconstruction from South 91st Street to SGPP (South Grand Prairie Parkway). Construction of the bridge will accommodate initial reconstruction of the southern 3 lanes only. The remainder of the Mills Civic Parkway Reconstruction will be addressed on another project.
Project Status: Mills Civic Parkway from South Grand Prairie Parkway to South 91st Street is open to traffic. The construction of the box culvert at Fox Creek and the bridge over Sugar Creek is complete. Restoration is ongoing.

Project Status: The contractor has completed installing the storm sewer between south 81st Street and south 85th Street and will be paving this section the week of October 27th. Concrete has been placed between South 88th Street and South 85th Street.

| Valley Junction Alleys - Phase 9 | Estimated Start: Summer 2025

Project Overview: Phase 9 includes the paving of Valley Junction Alleys in the 500 Block (Locust Street to Vine Street) between 4th-5th Street that previously had storm sewer improvements completed on it and falls within a commercial area (Priority 1). The project will also include the paving of Valley Junction Alleys in the 100 Block (Railroad Avenue to Maple Street) between 1st-2nd Street and 2nd-3rd Street that previously had some, but not all, storm sewer improvements completed on them and fall within a residential area (Priority 2). Each alley closure shall be limited to a consecutive four (4) week period. No more than one (1) alley may be closed at a time, excluding restoration. Work must be completed on an actively closed alley before proceeding to close the next alley, unless sufficient progress is being made.
Project Status: The 4th-5th Street and 1st -2nd Street alley have been completed. The 2nd-3rd Street alley has been paved. Restoration efforts are ongoing.

| WRA Sugar Creek Improvements - Phase 2 | Estimated Start: November 2024

Project Overview: This is a Des Moines Metropolitan Wastewater Reclamation Authority (WRA) project within The City of West Des Moines. This project involves restoration and stabilization of Sugar Creek between Mills Civic Parkway and Stagecoach Drive. The improvements include shaping stream banks to milder stable slopes, removal of trees within this grading area, installing significant amount of rock to protect the bank from erosion, establishing native vegetation to reduce erosion and enhance water quality benefits, planting trees where feasible in the upper portion of the stream corridor, raising a couple of sanitary manholes to grade, and removal/abandonment of a couple of water wells.
Project Status: Tree clearing and grinding is complete. The creek banks continue to be graded. This work will also include the installation of rip rap on the banks to help stabilize the banks. This work will start from the south end and move towards the north. Clearing and grubbing, stream bank shaping, and rip rap instillation have been completed. The contractor is working on final restoration and final punch list items.

Project Overview: This project consists of construction of a new public parking lot (38 stalls) on the City-owned properties at 329-333 6th Street, including a new dumpster enclosure for a new consolidated waste location identified in Valley Junction. The City purchased the property at 329 6th Street and removed the house and detached garage from the property in 2023 in anticipation of this project. The property at 333 6th Street is vacant. The parking lot will include storm sewer drainage, new public parking sign, landscaping, and site lighting similar to other parking lots in Valley Junction.
Project Status: The paving of the parking lot is complete. The contractor will construct the parking lot entrances and install streetlights the week of October 27th. Construction on the dumpster enclosure has begun.

Project Overview: The project includes the installation of a new traffic signal at the intersection of 68th Street & Beechtree Drive, including all of the necessary improvements to accommodate pedestrian traffic at the intersection. The project is being closely coordinated with the Jordan Creek Town Center. The project also includes the installation of a Pedestrian Hybrid Beacon (PHB) at the 50th Street & Dakota Drive intersection. A PHB is a type of traffic control that provides pedestrians with a protected “walk” phase at a Crosswalk. Overhead beacons stay dark until a pedestrian pushbutton is actuated. The beacons then stop traffic and give a “walk” indication to the pedestrian, before returning to dark phase. There are six (6) PHBs currently in use in West Des Moines at 65th Street & Ashworth Road, South 50th Street & Wistful Vista Drive, 78th Place & EP True Parkway, 39th Street & EP True Parkway, 41st Street & Mills Civic Parkway and 52nd Street & EP True Parkway.
Project Status: The contractor has installed signals at both 68th Street and 50th Street. The sidewalk and trail at both locations have been paved. The contractors continue working on ADA ramps at both locations. Restoration is ongoing.

| 2025 HMA Resurfacing Program - Phase 1 | Estimated Start: Spring 2025
Estimated Completion: Summer 2025 Consultant: ISG, Inc. Contractor: InRoads Paving
Project Overview: Phase 1 of HMA resurfacing of street pavements & associated ADA sidewalk ramp improvements throughout the City.
Project Status: The contractor has completed the asphalt overlay on S 50th Street, Jordan Creek Parkway, 8th Street, and Westown Parkway. Intake work on S 50th street has begun with restoration to follow. The contractor will return to complete intakes and restoration on the remaining sites at a later time.
The contractor has completed paving 22nd Street from Woodland Avenue to University Avenue and the road is opened to thru traffic. Intermittent lane closure on both the northbound and southbound lanes will take place in the coming weeks for utility work, ADA sidewalk ramp replacement, intake boxouts, manhole boxout, and restoration. During these closures, one lane will be open in each direction for thru traffic.

Project Overview: This project includes Portland Cement Concrete (PCC) street repairs and hot mixed asphalt (HMA) overlays on 47th Street from Aspen Drive to Western Hills Drive, 39th Street from Stonebridge Road to Dakota Drive, 32nd Street from Vine Street to Meadow Lane, 16th Street from Vine Street to Locust Street, Locust Street from 16th Street to 9th Street, 4th Street from Vine Street to Hillside Street, Office Park Road from 11th Street to 8th Street, and South 34th Street from Scenic Valley Drive to Valleyview Drive.
Project Status: The contractor has completed the asphalt overlay on south 34th Street, 39th Street, 16th Street, 47th Street, 32nd Street, 4th Street, Locust Street, and Office Park Road. The contractor will return to these areas to reconstruct the sidewalk ramps and adjust the storm and sanitary sewer structures with minimal impact to traffic. This work will be completed under single lane closures with minimal impacts to access.

Project Overview: PCC patching of street pavement throughout the City.
Project Status: The full depth patching on Scenic Vista Drive and on 22nd Street near Fairmeadows Park south of Vine Street is complete. The contractor has completed saw cutting and full-depth concrete patching on south 50th Street from EP True Parkway to Mills Civic Parkway.
Saw cutting and full-depth concrete patching on Bridgewood Boulevard from 81st Steet to 88th Street has begun. This work will be done under single lane closures, with one lane remaining in each direction. The project is expected to last approximately 3–4 weeks, weather permitting.

Project Overview: The project involves removing and reconstructing Giles Street from Valley West Drive to 32nd Street. The existing roadway pavement will be removed and replaced with Portland Cement Concrete (PCC) pavement, which will include preparation of subbase material. Water main will be replaced, storm sewer piping will be added, sanitary sewer manholes will be modified, and some sanitary sewer services will be replaced. Affected driveway approaches will be replaced and sidewalk ramps near intersections will be modified to be ADA compliant. The project also includes surface restoration, traffic control, and other related work.
Project Status: The contractor has extended the closure of Giles Street between Valley West Drive and 32nd Street. The contractor has finished storm sewer instillation, subgrade prep, and paving between 34th Place and 32nd Street. No through traffic on Giles will be allowed until the remainder of the project has been completed. Installation of the sanitary sewer is complete between Valley West Drive and 34th Street. Storm sewer and water main installation is expected to be complete the week of October 27th. The contractor will begin subgrade work once the storm sewer and water main has been completed with paving to follow. All properties may be accessed by parking on 33rd Street, 34th Street, and 34th Place with pedestrian access being maintained through the construction zone during the project.

Project Overview: Median renovations at various locations throughout the City. Renovations include concrete median repairs, resealing of joints, sealing of stamped concrete, and sealing of limestone blocks.
Project Status: The median renovations on Mills Civic Parkway from 60th Street to Stagecoach Drive is complete. The median has been poured at South 68th Street just north of Stagecoach Drive. One lane in both the southbound and northbound lane of South 68th street remains closed for restoration.

Project Overview: This project involves repairing deteriorated storm sewer infrastructure, repairing impaired streambanks, and protecting public infrastructure at different locations throughout the City. Work includes removing and replacing/resetting new pipe and apron sections. Work also includes concrete repairs to a pipe culvert, replacement of an intake structure, and adjustment of an existing manhole. Streambank repair includes excavation and placement of revetment stone to reinforce and inhibit further erosion of the streambank areas adjacent to public infrastructure. Associated site work improvements include erosion controls, clearing and grubbing, surface restoration, seeding, removal and replacement of sidewalk, and other related work.
Project Status: All location have been completed. The contractor is working on restoration and punch list items.

Project Overview: This project will include approximately 172.5 Linear Feet (LF) PCC curb and gutter replacement, 170 Square Yards (SY) of 7” Reinforced PCC Full Depth Patching, 1,495 SY of 8” Reinforced PCC Full Depth Patching, 1,845 SY of 9” Reinforced PCC Full Depth Patching, 832 SY of 10” Reinforced PCC Full Depth Patching, Intake Adjustments, Manhole Adjustments, Sidewalk reconstruction, Traffic Control, and other miscellaneous work within the City of West Des Moines, Iowa.
Project Status: Concrete patching is complete on 60th Street from Ashworth Road to EP True Parkway. Restoration efforts are ongoing.
Patching began on SE 35th Street between Maffitt Lake Road and Army Post Road and on Maffitt Lake Road between SE 35th Street and SE 50th Street. There will likely be several stages and lane closure adjustments throughout this construction. One lane will remain open at all times to allow traffic to flow on both sections of the closure. To safely manage traffic, temporary stoplights will be installed at each end of the closure to allow one-way traffic through the work zone on Maffitt Lake Road.

Project Overview: Sewer manhole repairs throughout the City.
Project Status: The contractor has mobilized and started this project. Currently work has included surface preparation and concrete repairs on each of the manholes on this project. The contractors will apply epoxy coatings to all structures in the coming weeks.

Estimated Completion: Fall 2025 Project Overview: Project location is identified as a water access point in the Iowa Confluence Water Trails (ICON) master plan and will further expand recreational access to the Raccoon River. Proposed improvements will include a parking lot, access drive, site signage, paved river access along, native plantings, and a portable restroom with enclosure.
Project Status: Project work is 99% complete and is planned to be accepted at the 10/6/25 City Council Meeting. The contractor still needs to perform various site restoration/landscaping items, which may run into spring, 2026. After project acceptance the land will be transferred to the Polk County Conservation Board at the 10/20/2025 City Council meeting.

| ASHAWA & WILD ROSE PARK PLAY EQUIPMENT REPLACEMENT | Estimated Start: Spring 2025
Estimated Completion: Fall 2025 Project Overview: Construction of Ashawa and Wild Rose Parks Play Equipment, including all materials, labor, and equipment necessary for site demolition/preparation, sediment/erosion control, and construction of new playgrounds at each park site in the same location as the existing playgrounds. Improvements include, generally: removal/replacement of some PCC walks, drives and curbs, removal/replacement of play equipment, PIP rubber and rubber tile playground surfacing, PCC beam curbs, site amenities, sod/plantings, and all other associated work to complete the playground replacement projects as noted in Contract Documents.
Project Status: Both Wild Rose and Ashawa Parks have the play equipment constructed. Ashawa's safety surfacing is complete and Wild Rose will be getting its safety surfacing installed the week of October 27. Playground equipment auditing and inspection including surfacing testing will occur soon there after. Until then, the playground will remain closed. Site restoration including amended soils, seeding, sodding, and tree plantings are planned to occur in the latter half of October with the estimate final completion date of October 31.

Estimated Completion: Fall 2026 Project Overview: This project consists of the installation of new 10' wide concrete trail that connects from the northwest side of the 1st Street (Highway 28) bridge over the Raccoon River north to Lincoln Street, connecting to the Levee Trail. | CROSSROADS PARK SKATE FACILITY |
Estimated Start: Spring 2026 Project Overview: After many years of use, the skate ramp structures are no longer serviceable and were recently removed by staff. Plans to hire a professional skatepark design company are in the works. Community engagement is planned as part of the design process.
Project Status: The skate park design process is getting underway with a site topographic survey and geotechnical borings being completed. Design analysis and community outreach and engagement activities will follow. Community engagement and survey opportunities will likely occur in November, followed by detailed design and construction documentation. More information regarding community engagement and feedback will be posted here.

Project Status: Contractor has completed Phase 1 of project and has moved to Phase 2. The section of trail generally between the dog park and Nature Lodge is closed for construction. This phase is anticipated to be completed by end of September.
