Development Services Operations Post COVID-19 Restrictions - Updated June 1, 2020
The City Hall Building now is open to the public. We recommend you practice social distancing and that you wear mask or other facial covering. Social distancing recommendations are available by following the ‘Stand Here’ circles located on the floor of the lobby. We encourage you to continue to interact with our Department online as you have during the last several weeks. Please continue to use electronic submittals for development applications and permits as identified on the applications.
The Development Services has been operational during the pandemic. As has been the case during the pandemic, staff have been working in the field and remotely; limited staff are available in the office. Inspections are still being scheduled and staff are in the office to respond to email and phone calls. It still is the Department's goal to respond to requests for information, continue development review, and perform necessary inspections.
City Council, Plan and Zoning Commission meetings and Board of Adjustment meetings: regularly scheduled meetings of the City Council, Plan and Zoning Commission and the Board of Adjustment are being held, unless cancelled due to a lack of agenda items.
On the Friday before the meeting, a link to respective meeting agenda can be found on the city’s website at: https://www.wdm.iowa.gov/residents/get-involved/city-calendar.
Meetings will be held via an online application with the Council members present in the Council Chambers (starting June 15th) but with the P&Z Commission and Board members attending remotely for the foreseeable future. Please refer to the posted agenda for details for electronic participation in each meeting. Remote electronic participation in meetings is encouraged and preferred, however, accommodations for in-person participation also is now being provided. The City Council Chambers in city hall will be open for the public during the meeting(s) with measures to maintain social distancing and limit the number of individuals in the chambers and/or city hall at a given time. It may be necessary for individuals to wait in the lobby, outside and/or in their vehicles for the item they wish to speak on to be announced.

…submit a development application: use the departments development submittal portal. Follow the instructions that are on the website at www.wdm.iowa/developmentapplications. If you do not have access to the tools to submit electronically, you still may mail development application materials to Development Services, PO Box 65320, West Des Moines IA 50265-0320 or drop off in-person. Social distancing measures will be followed, and the wearing of a mask encouraged.
...submit a Pre-Application meeting request: the Pre-application form is available on the Developments Services webpage at www.wdm.iowa.gov/developmentapplications. This form should be submitted electronically through email noted on the top of the form.
...submit a building permit: use the Building Division link to the permits on the website at www.wdm.iowa.gov/permits and submit the permit to the Building Division email at BI@wdm.iowa.gov. If you do not have access to the tools to submit electronically, you may still mail permits and materials to Development Services, PO Box 65320, West Des Moines IA 50265-0320.

Payment may be done in-person. Social distancing measures will be followed, and the wearing of a mask is encouraged.
…find out zoning information on a property: there is a zoning map located on the City’s website under Maps from the Home Page where you may locate your property and use the color code to determine the zoning district assigned to that property.
