Housing Tax Increment Financing (TIF) District


The City of West Des Moines established a Housing Tax Increment Financing (TIF) district.  A portion of the tax increment generated from the Housing TIF must be spent on affordable housing within the City limits of West Des Moines. 

The West Des Moines City Council has developed a plan for allocating the Housing TIF dollars.  The plan is two phases. The staff report outlining the plan can be reviewed here.  The plan is dependent upon the TIF district generating the projected increments.

Currently, one program is available through the Housing TIF - Upper Story Housing.


Upper Story Housing

The purpose of the Upper Story Housing Program is to provide financial assistance to property owners in the renovation, upgrade, and new construction of the residential portion of mixed use properties within the designated areas.
