Elderly or disabled may apply for Energy Assistance
Applications for the Low-Income Home Energy Assistance Program (LIHEAP) for the 2019-2020 program year will be taken by the WDM Human Services office for households with an elderly (60 years or older) or disabled member beginning October 1, 2019. All other households are welcome to apply beginning November 1, 2019, and continuing through April 30, 2020.
The LIHEAP program assists qualifying low-income Iowa homeowners and renters by paying a portion of their primary heating costs. This program is not designed to pay a household’s total energy costs.
Applications for Polk County residents will be accepted at WDM Human Services, 139 6th Street, on Mondays, Tuesdays and Thursdays from 8:00 a.m. – 3:00 p.m. and on Wednesdays from 8:00 a.m. to 12:00 p.m. (noon). Limited appointments are available. Dallas County residents must call New Opportunities at (515) 465-5185 to apply.
To apply, applicants must bring the following documents:
- Proof of identification in the form of Social Security cards for all household members. A photo ID is required for each adult in the household.
- Proof of all household members’ gross income for the past 30 days, the last 12 months of gross income or for the past calendar year (a copy of your 2018 federal income tax return).
- If renting, your landlord’s name, address and telephone number.
- A copy of your most recent heating/electric bill.
LIHEAP assistance is a one-time payment to your energy provider and it is based on household income, household size, type of fuel and other factors. Eligibility for participation is established according to the following federal income guidelines:

|For households with more than eight members, add $7,735 for each additional member.
LIHEAP is funded by the Department of Health and Human Services through the Iowa Department of Human Rights/DCAA. West Des Moines Human Services serves as a delegate agency of IMPACT Community Action Partnership for the purpose of taking LIHEAP applications.
