West Des Moines Human Services offers the federal Low-Income Home Energy Assistance Program (LIHEAP) to help qualifying households meet the cost of home heating, furnace repair and replacement, plastic for exterior windows, summer cooling, and assistance with pending gas and/or electric disconnections and re-connections.
Winter Heating Bill Assistance - The Low-Income Home Energy Assistance Program (LIHEAP) can help qualifying Iowa homeowners and renters pay a portion of their primary heating costs during the winter heating season. Approved households receive a one-time payment which is made directly to their utility vendor, or directly to the client if all utilities are included in their rent. This program is not designed to pay a household's total energy costs, but to provide some assistance for eligible households (households receiving rent subsidies who have their heat included in their rent are not eligible). Please note, households who are over LIHEAP regular income guidelines may be eligible for LIHEAP benefits through the medical waiver component. o For households with elderly or disabled members: Beginning on the first business day on or after October 1st, and continuing through the last working day on or before April 30th.
o All other applicants: Beginning the first business day on or after November 1st and continuing through the last working day on or before April 30th.
o For Western Polk County only. Dallas County residents can apply with New Opportunities Dallas County Family Development Center (515-465-5185).
Documents Required at the Time of Application:
o Social Security cards (or other qualified verification document) for all household members
o A copy of the most current heating/electric bill
o Proof of household's gross income for the past 13 weeks or a recent federal income tax return
Furnace Repair/Replacement - A payment toward repair or replacement of a qualifying household's furnace or heating system is available through the Energy Crisis Intervention Payments (ECIP) program. Disconnect Notice or Reconnection Assistance May through September – Please contact our office at 222-3660 and ask to speak with a Program Outreach Assistant to determine if emergency funds are available to help with a utility emergency outside of the LIHEAP program season.
Weatherization Program - Low-income homeowners can apply for weatherization at the West Des Moines Human Services office. The purpose of the weatherization program is to help low-income homeowners reduce their energy costs. An individual's household income must be at or below 200% of the federal poverty level to be eligible. Families that have been approved for LIHEAP may also be approved to receive weatherization services. An eligibility priority list is compiled from applications received and services are provided to families based on their position on the list. These services include energy audits on the home to help locate efficiency problems, insulating walls, windows and the attic, sealing cracks and holes in walls, floors and ceilings and cleaning and tuning the furnace. As a homeowner, this help is provided at no cost. The weatherization work is paid for with federal, state and utility funds. This work, along with the homeowner's efforts, will help to lower heating, cooling and electrical costs. Income guidelines apply, click here to view current income guidelines.
Window Weatherization - Plastic for windows, and strips of wood and nails to hold the plastic in place, are available to qualifying households.
o Application for this assistance can be made by contacting our office to determine eligibility. Qualifying households may pick up the materials at our office.
o Our handyman may assist senior and disabled citizens who reside in West Des Moines with installation.
Summer Cooling - Limited quantities of fans and air conditioners are available to qualifying households.
