The Director of Finance is designated by the City Council to be custodian of all monies of the City. For the protection of public money, the City maintains adequate controls and safeguards to record, properly and fully, the receipts of funds. 

Finance collects revenues from all City departments. All funds received by Finance are input into the City financial system, balanced and deposited by an Accounting Clerk. All funds not needed for current operating expenses are invested with the approval of the Director of Finance into financial institutions approved by the City Council.

The Accounting Manager maintains the City’s cash flow records and uses discretion in determining the amount of money that needs to be on deposit in the City’s various checking and money market accounts.
