On May 11th 2016 at approximately 11:55 A.M. Des Moines Police Captain Mike Hoffman was traveling westbound on I235 when a tour type bus began driving aggressively behind him. Captain Hoffman was on-duty and operating a city vehicle. The bus began tailgating Captain Hoffman, honking its horn and flashing its lights. The bus went around Captain Hoffman at which time the name of the bus was identified along with a phone number for the company. Captain Hoffman determined that the bus was traveling to Valley High School. Captain Hoffman followed the bus and once parked in the Valley High School lot, approached the driver with his police credentials displayed. At this time, Captain Hoffman observed the driver, later identified as Paul Smiley-Oyen, 64, of Ames, holding a hand gun. Captain Hoffman identified himself at which time Smiley-Oyen attempted to place the firearm in his waistband. Captain Hoffman ordered Smiley-Oyen off of the bus, disarmed him and called for assistance from the West Des Moines Police Department. After interviewing Captain Hoffman and Smiley-Oyen, Smiley-Oley was arrested and charged with carrying a firearm on school grounds, a class "D" felony. Smiley-Oyen was processed at the West Des Moines Police Department and subsequently transported to the Polk County Jail. It should be noted that no children where on the bus at the time of the incident and no children were in any danger during the event.
